  Monthly EIR SCCA Meeting Minutes - Tuesday, October 6, 2026


The October monthly EIR membership meeting was held on October 6, at Tommy Vaughn's restaurant in Blackfoot. 

The meeting notes are summarized below.


Financial standings are good. We will be starting next season about 3.5k more than last year.

Hoping to add Madison High School parking lot as an event site next season.


A tentative auto-x event schedule is shown above, with 17 to 19 autocross days planned for 2027.


 Club banquet will be hald either Jan 16th or 18th at Bee's Knee's in Idaho Falls.


 Some discussion was had and it was agreed on that if anyone is having any particular complaints during an event that it should be taken up with the heat worker chief or the event master, provided the event master is on their work heat. The idea here is not to bother people with problems while they are trying to take their runs. If the issue is a safety concern then it needs to be addressed with the heat safety steward. 


Adopt 108DBc scale for all sites for now. Adjust limit for specific sites. If there is a car that is too loud, safety, event master, worker chief will meet and take action. For further details regarding the 2027 auto-x event sound restrictions, please see the document below.

I hope you are having a wonderful fall so far!


It is that time of year again that we need to elect our 2027 EIRSCCA board of directors. 


Nominations officially opened at our club meeting held last week and currently nominations are as follows.

Carl Tyger - Regional Executive
Barney Carlson - Assistant Regional Executive
Christian Annis - Treasurer
Mark Porter - Membership Director

The officer nomination period will officially end at our next regular club meeting on November 3rd. 

Nominations can be made in person at that meeting or can be made by replying to this email or contacting myself or any other current board member directly.  If anyone is feeling like they would like to get more involved in the running of the region, please consider running for office and getting that nomination in. 




Further details of what each officer does are at the end of this email. 


I will also be putting together a nominating committee that will be responsible for running the election. This will be done according to our bylaws as stated below. 


Section 5.01 Nominations and Elections of Officers
The nominating committee consists of three EISCC members appointed by the RE. Any member of the EISCC in good standing may nominate candidates for office. At the October meeting, nominations for officer positions shall be solicited. The nomination period will remain open until the end of the November general membership meeting. The nominating committee shall prepare a ballot containing the names of all persons nominated and include a write-in blank for each position. The nominating committee will assure that all candidates are eligible for office and that the nominee agrees to serve. A person cannot run for more than one (1) position on the ballot. The ballots shall be mailed to all members in good standing not more than thirty (30) days or less than fifteen (15) days prior to the December membership meeting. Filled-in ballots may be mailed to the nominating committee or brought to the December meeting. Ballots will not be handed out at the December meeting. Ballots not received by the nominating committee prior to or at the December membership meeting will not be counted. Voting will be closed by announcement of the nominating committee during the December membership meeting. At the December membership meeting, the nominating committee will count the ballots and announce the new officers. The new officers will be installed immediately.

Section 4.01 Elected Officers
The elected officers of the Eastern Idaho Region, SCCA shall be a Regional Executive (RE), an Assistant Regional Executive (Assistant RE), Treasurer and Membership Director. The RE, Assistant RE, Treasurer, and Membership Director form the Board of Directors of the club. Officers must be 18 years of age or older and must be members of the Eastern Idaho Region, SCCA.
Section 4.02 Duties of Officers
(a) Regional Executive
The RE shall be the principal officer of the EISCC and shall have general supervision, direction, and control of the business and affairs of the EISCC. The RE shall have the responsibility to ensure the club financial records are maintained. The RE shall ensure that a record is maintained of all meetings held by the Officers or Committees. The RE shall perform all duties incidental to the office of RE and such other duties as may from time to time be prescribed. The RE shall act as liaison officer between the EISCC and the SCCA, national office. The RE shall also act as a liaison and spokesperson for the club for all official relationships with organizations or people with whom the club comes into contact.
(b) Assistant Regional Executive
The Assistant RE shall serve as an assistant to the RE. The Assistant RE shall supervise the communications mediums of the club including the web site and the newsletter. The Assistant RE shall participate in the annual audit of the club financial records. The Assistant RE shall have such other powers and perform such other duties as may from time to time be prescribed by the RE. The Assistant RE shall, in the absence, death, or disability of the RE, have all of the powers and perform all of the duties of the RE.
(c) Treasurer
The Treasurer shall have custody of the funds and financial records the EISCC. The Treasurer shall be responsible for the prompt deposit of funds of the club into the bank designated by the Board of Directors. The Treasurer shall be responsible for prompt payment of club debts incurred in the course of club business. The Treasurer shall make monthly financial reports at the monthly general membership meeting. Each year, the treasurer will prepare an annual financial statement documenting both funds received and paid out by the club. This annual financial statement will be audited by Feb 28 of the following fiscal year by an independent committee of three club members appointed by the RE. The Treasurer will pay SCCA sanction and insurance fees for each event. One other member of the Board of Directors will also have signature authority for checks so that bills can be paid in the absence of the treasurer.
(d) Membership Director
The Membership Director makes sure membership supplies are available at event registration (separate from event registration) and at meetings. Handles paperwork for temporary SCCA membership at events for nonSCCA members. Collects and tracks membership information and has documentation available at events and meetings should questions arise concerning membership. Maintains mailing and email addresses for membership.

2026 Regional Executive


 Sounds Measurement Procedures at Eastern Idaho Region SCCA Solo Events (October 2026)


The quorum of members present at the October 6, 2026 general club meeting of the Eastern Idaho Region 114 of the Sports Car Clubs of America voted unanimously to revoke the June 2024 supplement and return our sound measuring practices and limits to follow what is found in the SCCA Solo rule book. This is currently found in Appendix H and can be found as Exhibit A of this document.


The voted on exception is that in the event that any particular event site takes an issue with our sound levels we will engage that site administrator in an interactive process to determine what an acceptable level will be and will impose that new limit for that event site in order to maintain the site. The members present agreed that a proactive approach to limiting sound would be too obtrusive to the club in general and is trying to solve a problem that does not actually exist.


While the current guidance in Appendix H is specifically for National Solo Events, we as a club feel there is no reason to create our own rules at this time. It is also generally understood that a few cars may be on the “loud” side, but are still not near the current rule book limits. This adjustment to follow the current rules will follow any future adjustments made to the SCCA Solo Rule Book.


We, as a club, will not necessarily measure and record sound for every single run taken at our local events. We will set up a proper sound test, according to Appendix H, to the best of our ability, when we have a car present that is generally considered “loud” by those present at the event. When the car in question is either a new car to come and autocross or a car that has been known to be modified since last time it was measured.


The membership that was present discussed and agreed on this as the practice of measuring and recording every run is tedious and we often don’t have the necessary amount of people present at an event to fill this position. When it is deemed necessary to take a measurement this task will usually become a responsibility of the worker chief for the heat.


It is also noted that Section 3.5 of the rule book does allow the event chair or their representative to remove a car that is “excessively loud”. However, the members present agreed that “excessively loud” is determined by following the rules outlined in Appendix H.

APPENDIX H - SOUND MEASUREMENT PROCEDURES AT SCCA® NATIONAL SOLO® EVENTS


The SCCA maintains sound requirements for site retention and acquisition, worker safety, and the enjoyment of events.


The maximum allowed vehicle sound level will be 108.0 dBC.


The measurement will be taken at a point where vehicles can reasonably be expected to be under load at full throttle. The measuring point will be 50 feet from the edge of the course using an ANSI Type 2 sound meter set to “C” weighting, “Slow” response. The microphone will be 3 to 4 feet above ground level, positioned perpendicular to vehicle direction of travel. The microphone will be away from structures (e.g., buildings) as is practical.


If a driver in a vehicle exceeds 100.0 dBC, the Chief Steward or their designated representative will be notified by the Sound Control Steward or representative. The driver of any run producing a sound measurement over 100.0 dBC will be notified, as soon as reasonably possible following the run, by the Chief Steward, Sound Control Steward, or representative.


If a driver in a vehicle exceeds 108.0 dBC, the driver will be allowed to attempt a viable remedy to functionally alter the exhaust system to reduce the sound level of the vehicle before their next run that day. (A “mechanical delay” per Solo® Rules Section 6.8.D may be used.) If the excessive reading occurs on the driver’s last run of the day, the Chief Steward, Sound Control Steward, or designated representative is authorized to impose a DNF penalty on that run. The use of an adjustable directional exhaust exit to laterally aim the exhaust output away from the sound meter position does not constitute a viable remedy. Adjustable directional exhaust exits may only be aimed straight up, straight down, or straight back.


If a viable remedy has been attempted in the judgment of the Chief Steward, Sound Control Steward, or representative, the driver will be allowed to take their next run. If the driver declines any viable remedy or if the change is deemed inadequate by the Chief Steward, Sound Control Steward, or representative, the driver will forfeit all subsequent runs in the vehicle (unless an approved viable remedy is completed before the next run). If the driver in the vehicle exceeds 108.0 dBC again on any subsequent run, that run will be scored a DNF and all additional runs the for that driver will be forfeited. If a sound violation which would incur a DNF occurs on a run for which a rerun would otherwise be granted (per Section 7.4), the sound-based DNF will stand and there will be no rerun.


For the purposes of sound measurement and enforcement, a “run” is de- fined as any attempt at driving through the course, whether or not it is scored or a rerun is allowed.


Any functional remedies implemented to reduce the sound level of a vehicle may not be removed (including the next day of the event) and may be subject to re-inspection by the Chief Steward, Sound Control Steward, or representative. If the remedy has deteriorated after passing the sound level requirements at the measuring point, the sound level of the vehicle must be functionally addressed again. The Chief Steward, Sound Control Steward, or representative has the right to disallow a repeat of the same remedy that deteriorated. The remedy may be changed or modified to improve its quality and/or further reduce the vehicle sound level. Drivers that receive a DNF for non-compliant sound levels implement additional  functional remedies to reduce the sound level to compliant readings before starting runs the next day. These general sound level regulations will NOT override specific local area and/or SCCA® Regional sound level requirements, regulations, and/or penalties.

 Auto-x Events SCHEDULE CHANGES !


Hi all!

We received some unfortunate news from Bonneville High School this week. They have decided to do more construction this summer and have canceled our June and July events. I was told we are still ok for August, but it is not clear yet if that will truly be OK as they said we could only use the drivers ed lot and I have not received a response on exactly what that entails yet. I asked if we would have space outside of that lot for grid and paddock. I was told they are replacing the main parking and hopefully that means Bonneville will be an all new surface for us, but I have also not received clarification on whether they will let us autocross on it next year or not. 


The July event I was able to get moved to Rigby. I am also waiting on clarification from Rigby if we can move August there if Bonneville falls through. We may not know until the week before.

This has been a hot subject for a couple of years. SCCA guidance suggested that the limit would drop to 105 DBc in 2025 and to my knowledge it did not. We'll discuss a bit further, but I suspect we will put this subject to rest until the SCCA makes any changes. 


Common Car Challenge (CCC)

Generally I think people had a good time with this, but also agreed it needs some changes. The main points of change that have been gathered so far are:

If you win the CCC today you cannot compete in it at the next event.

If you have won the CCC a total of 4 times you cannot compete the rest of the season

If you did the challenge today and want to do it again tomorrow you will be put on a waitlist to join. For example, I signed up early on Saturday and got in. Then Sunday I try to do it again and am the first in line to enter. I will be placed as the first on the waitlist. When check-in closes at 9:00 if the driver cap has not been met with new drivers the registrar will start calling up waitlist people in order until the CCC cap is met or the list is empty.

The February monthly EIR membership meeting was held on February 3, at Tommy Vaughn's restaurant in Blackfoot.

Safety Steward

• Safety steward training is now online at the SCCA national website and available for member access.

• Several EIR members have completed the training for 2026.

• A group training class may be planned to occur at one of the auto-x event weeklends. Not sure if this is needed anymore with the online course available


Course Design

• Auto-x course design training is now online at the SCCA national website and available for member access.

• Several EIR members have done the training

• Training takes about 45 min to complete

• More people should work toward the certifications so we don't have one or two people always stuck in the same work position

• Cal will do one of the Rigby events


Event Master

• We want to try to have a different event master every weekend

• Christian volunteered to be event master for memorial Day weekend auto-x event.


Class Jackets

• New jackets for yearly class winners will probably be issued every 3 years

  SCCA National Convention - January 15 - 23, 2026


The 2026 SCCA National Convention will be held virtually January 15-23, 2026 and is FREE to all SCCA Members. More than 1000 SCCA members from around the country participated in last years annual convention. Registration is now open.

For the first time, the convention is presented by the SCCA Foundation.


The SCCA Foundation exists to support the future of motorsports by investing in the people and programs that help SCCA stay strong for the long haul — which makes them the perfect presenting partner for a Convention focused on growth.

This year’s convention theme is "Level Up" — because the best version of the Club doesn’t happen by accident. It happens when Region leaders, volunteers, and members sharpen skills, share what’s working, and bring fresh ideas back home.
